An informal conference is optional. It lets you identify an error in the existing record, but it is not a place to submit new evidence and may make the review take longer.

Use this when

  • You have new and relevant evidence the VA hasn't considered (such as a nexus letter, new diagnosis, or buddy statement)

Higher-Level Review

Use this when

  • You believe the VA misapplied the law or made a clear error — but you have no new evidence
  • Must file within 1 year of the decision date

Our recommendation

Use a Supplemental Claim (20-0995) for new and relevant evidence. If you have no new evidence and believe the existing record was reviewed incorrectly, request a Higher-Level Review (20-0996) within 1 year of the decision.
