Filing a First Claim

Filing a first VA claim can feel overwhelming. Use these steps to organize the application, then verify the details that apply to your situation.

  1. Step 01

    Check whether you need an Intent to File (ITF)

    If a verified online application hasn't already created one, an Intent to File may establish a potential effective date. VA must receive the completed application for the same benefit within one year, and VA determines the final effective date under the rules for the claim.

  2. Step 02

    Gather your medical evidence

    Evidence needs depend on the claim. Relevant items may include service treatment or personnel records, current VA or private medical records, competent lay statements, and—when the medical link is not otherwise established—a supported opinion from a qualified clinician.

  3. Step 03

    Write buddy statements

    Buddy statements (also called lay statements) are written accounts from people with firsthand knowledge of an event, symptoms, or functional effects. VA considers competent statements with the rest of the evidence; the writer should describe only what they personally observed.

  4. Step 04

    Consider working with a VSO

    Veterans Service Organizations like the DAV, VFW, and American Legion offer free claim filing assistance. Their representatives are trained and accredited by the VA. They can review your evidence, help you fill out forms correctly, and represent you throughout the process. This costs you nothing.

  5. Step 05

    Submit VA Form 21-526EZ

    This is the main disability compensation claim form. You can file through VA's official options or with accredited help. List each condition you intend to claim, submit relevant evidence you have, and identify records you want VA to request.

  6. Step 06

    Prepare if VA requests a C&P exam

    VA may request a Compensation & Pension (C&P) exam if it needs more information to decide the claim. Be accurate about typical symptoms, flare-ups, and functional limits. The report is one part of the evidence VA considers.
